Introduction:
The MSF Hong Kong human resources department finds its mandate in attracting potential field volunteers from the different societies in South Asia, South-East Asia and Greater China, with a main focus on medical personnel. MSF Hong Kong facilitates potential newcomers to join MSF in oversees missions and guides them through their MSF career.
Today MSF Hong Kong carries out HR activities in the following countries of focus: Hong Kong, China, Philippines, India, Malaysia, Indonesia and Singapore. The activities include: information supply, recruitment & selection, mission placement, careers guidance, training and peers networking. HR activities in India are carried out in cooperation with MSF Holland.
The MSF Hong Kong HR team consists at present of 1 Head of Department, 3 HR Officers and 1 HR Administrator supported by peer representatives in the countries of focus.
Job Purpose:
In conjunction with MSF Hong Kong' human resources strategy, to be responsible for regional human resources activities in the 6 countries of focus.

Commitment: 3 months (temporary replacement)
Objectives & Priorities:

Raise awareness about the work of MSF among potential MSF professional in the 6 countries of focus.

Active recruitment, placement and retention of highly motivated and qualified field volunteers for MSF Operations and Association.

Support the strategic development of MSF HK human resources activities
Main duties and Responsibilities:
Recruitment, Selection & Training
-
Identify candidates with required profile according to MSF criteria.
-
Carry out recruitment process (screening CVs, short listing of candidates, reference check, telephone interview, Assessment centre).
-
Coordinate the MSF HK Assessment Center and train returned field volunteers and office staff to be Assessors.
-
Review and improve selection activities, processes and procedures
-
Facilitate MSF training placements for selected candidates and keep volunteers informed about available trainings and retention schemes.
-
Collect data and investigate retention policies with the aim of developing future policies to improve volunteer retention.
Mission placement
-
Set annual placement targets in collaboration with Head of HR.
-
Ensure maximum number of placements as set in pre-defined targets whilst retaining professionalism and quality.
-
Communicate regularly with the recruiters, pool managers and HR cells on operational needs.
-
Active management of pool of available candidates, incl. presentation of available candidates to counter parts in Operational Center (OC) Brussels and other OC's.

Take part in the decision taking of field placements of candidates offered to OCB and other OC's.
Administration
-
Write interview reports.
-
Update files of individual records of field volunteers.
-
Manage field volunteer database in liaison with HR Administrator observing privacy and confidentiality requirements.

Back up for the HR Administrator (incl. arrangements of tickets, visas, vaccinations, briefing and debriefing).
Follow-up of field volunteers

Maintain regular contact with volunteers before, during and after missions and supply them with support and advise.

Prepare (de)briefing in liaison with HR Administrator.

Follow up on the future career planning of each volunteer, including training needs and insure retention.

Organise gatherings with the different Peer Support Networks.

Promote the MSF associative spirit with the Hong Kong Peers Support Network.

Further develop Peers Support Network activities in liaison with Peers Coordinators in the 6 countries of focus (i.e. Peers support platform on the Internet).
Representation, awareness raising and labour market communication
-
Organise and host experience sharings by returned field volunteers.
-
Establishes and maintains contacts with regional medical and non-medical associations, as well as with relevant universities.

Carry out labour market analysis in the countries of focus.
-
Lobby with medical institutions.
-
Support the evaluation and analyses of current recruitment policies and strategies and signal points of improvement and relevance.

Carry out recruitment campaigns.
-
Produce promotional recruitment and other labour market communication materials in liaison with the MSF HK Communications department.

Provide information to web-editor for HR website updates.
Peers support
-
Together with Peers Representatives carry out Peers Support Network activity in the region, such as experience sharings, contacts mental health professionals, media contact and contact medical institutions and universities.

Coordinates and further develop the psychosocial support policy in the countries of focus.

Promote the associative spirit among MSF Hong Kong peers.

Salary:
Salary and benefits are in accordance with the MSF HK salary scheme. Housing will be provided by MSF.
